Final Tower Closure Inspection Checklist Before Startup
The final tower closure inspection is the last opportunity to find an internal problem while it is still accessible. Once the manway is closed, a missing clamp, open drain, loose panel or forgotten tool may only become visible as poor performance or mechanical damage during startup.
Final closure should therefore be a controlled turnover activity, not a quick visual walk-through.
Confirm the Installed Configuration
Begin with the latest approved drawings and verify:
Correct internal type at every elevation
Correct panel identification
Proper orientation
Match marks aligned
Required elevations and clearances
Correct flow direction
Feed and draw connections aligned
No temporary shipping parts remaining
All approved field changes incorporated
Photographs should show each major assembly before access is lost.
Inspect Packing Supports and Beds
Check:
Support plates fully seated
Uplift restraints installed
Panel joints properly engaged
Migration screens correctly positioned
No excessive open gaps
Packing loaded to the specified elevation
Bed surface reasonably level
No crushed or foreign packing
Bed limiter or hold-down grid installed where required
Required clearance above the bed maintained
Any packing found below the support level should be investigated before closure.
Inspect Distributors and Redistributors
Verify:
Distributor levelness
All drip holes, tubes, slots and notches open
No tape, plugs or protective caps remaining
Correct drip-point orientation
Joint gaskets installed
Fasteners complete and locked
Feed pipe connected and supported
Predistributor installed correctly
Drip streams unobstructed by retainers or beams
Drain connections in the specified operating condition
Water-test residues removed where required
Do not assume that a successful shop test proves correct field assembly.
Inspect Collectors, Chimney Trays and Draw-Offs
Confirm:
Perimeter and panel seals complete
Vapor risers unobstructed
Caps installed at the correct clearance
Downcomers and seal legs correctly assembled
Draw sump and outlet clear
Vortex breakers installed
Overflow paths unobstructed
Temporary drain openings closed
No low-point debris remaining
A collector that is not sealed can bypass liquid even if the downstream distributor is perfect.
Check Fasteners and Access Panels
Every removable component should have:
Correct fastener material
Required washers
Specified locking method
Complete bolt count
No visibly loose hardware
Access panels closed and positively retained
No unapproved wire, temporary clips or substitute bolts
Loose nuts should not be left where they can enter packing, pumps or downstream equipment.
Confirm Cleanliness
Remove:
Welding rods
Grinding dust
Metal offcuts
Rags
Plastic film
Temporary lighting parts
Scaffolding material
Marking tags not intended for service
Standing test water
Personnel tools
Inspect trays, trough corners, packing surfaces and hidden areas around beams. A formal tool and material count is useful after extensive internal work.
Close the Punch List Before the Manway
Each open item should have:
A clear description
Exact location
Responsible person
Required corrective action
Verification record
Closure signature
“Accept after startup” should be used only after an authorized technical risk review.
Obtain Cross-Functional Sign-Off
Final closure normally benefits from participation by:
Mechanical or maintenance personnel
Process engineering
Operations
Quality inspection
Internals supplier representative where required
Safety personnel under site procedures
The team should agree that the tower is mechanically complete, internally clean and ready for closure.
Preserve a Turnover Record
The closure package can include:
Signed checklist
Approved as-built drawings
Final photographs
Level records
Test reports
Closed punch list
Foreign-material exclusion record
Manway gasket and bolt record
Date and names of inspectors
A final water test may be valuable when specified, but it does not replace a physical inspection of restraints, seals, clearances and cleanliness.
The last inspection should answer a simple question: if the tower does not perform after startup, can the project demonstrate that every accessible internal condition was verified before closure?
